In other words, legitimacy is an answer to the query as to why a certain group of people hold the right to rule and the rest must only obey them. Both Sunni and Shia interpreters of the Quran regard God as the source of the ruling legitimacy, hence they reason that as God is superior by far from having any material manifestation, He has certainly granted a level of His ruling legitimacy to certain people to undertake it. Like a great majority of Muslims, they also hold that God had granted this right to His messenger, the Prophet Muhammad, in his time. However, differences emerge on who should rule after the Prophet Muhammad. Shi'a interpreters of the Quran believe in the Divine legitimacy of ruling and the assignment of the Infallible Imam based on the explicit assertion indicated by God; nevertheless, Sunni interpreters hold that given the unestablished practice of nominating the imam, albeit its being proved, it may realize in a variety of ways, for instance, oath of allegiance (bay'ah), selection, election, nomination, succession, use of force, and domination. Biannual Journal of Comparative Exegetical Researches, 6 (12) 235-258.  Doi: 10.22091/PTT.2020.3770.1455}, keywords = {principles,legitimacy,ruling,Quran interpreters,Sunni and Shi'a sects}, title_fa = {مبانی مشروعیت حکومت از دیدگاه مفسران فریقین}, abstract_fa = {تاریخ دریافت: 06/09/1398   |   تاریخ پذیرش: 01/03/1398 مشروعیت، یک ویژگی در یک نظام حکومتی است که به‌سبب‌آن، حاکم حکمرانی خویش را صحیح می‌داند و مردم تبعیت از حکومت را وظیفۀ خود می‌شمارند. مشروعیت پاسخی به این پرسش است که چرا عده‌ای حق حکومت دارند و دیگران موظف به اطاعت از آنانند؟ مسئلۀ مشروعیت، همان پرسش از حق حاکمیت فرمانروایان است. مفسران فریقین به‌دلیل صراحت آیات مربوط به حکومت، به‌اتفاق، خداوند متعال را، منشأ ذاتی مشروعیت حکومت می‌دانند و بر این نظرند که چون خداوند اجلّ از ماده است و در قالب مادی نمی‌گنجد و نمی‌تواند خود در جامۀ انسان‌ها درآید و بر آنان حکم راند، حتماً مرتبه‌ای از ولایت خود را به برخی از انسان‌ها تفویض کرده است. آنها همچون اکثر قریب‌به‌اتفاق مسلمانان، معتقدند که در زمان حضور پیامبر(ص)، خداوند حق حاکمیت را به ایشان واگذار کرده است؛ لیکن اختلاف عمده بر سر منبع یا منابع مشروعیت حکومت حاکمان پس از پیامبر(ص) است. مفسران شیعه اعتقاد به مشروعیت الهی حکومت و نصب امام با نص از جانب خداوند دارند؛ اما مفسران اهل‌سنت به‌رغم مسلّم دانستن این طریق برای اثبات امامت، به‌دلیل آنکه آن را ثابت نشده می‌دانند، معتقدند که امامت و حکومت از راه‌های گوناگونی از جمله بیعت و انتخاب اهل حل و عقد، ولایتعهدی و استخلاف امام سابق، زور و غلبه منعقد می‌شود؛ هرچند راه آخر یعنی زور و غلبه بیشتر مورد توجیه و حتی تخطئۀ این مفسران قرار گرفته تا مورد تأیید.     © نجفی، م.ج؛ رحمان‌ستایش، م.ک؛ ژرفی‌یگانه، ز.
