Reviewing and criticizing different views about all-comprehensiveness of the Holy Quran, the present paper specifies that the term <em>Tebyan </em>means ultimate clarity, the phrase "<em>kulle shai'=everything</em> " in the verse means sciences which are rooted in the human conscience, and the Qur'an as an "invocation" invokes these sciences to issue an ultimatum.
